Rearranged the file structure for the web part, altered the dockerfile and made minor changes to support deployment

The text field on the search page now supports the SSN format automatically and only allow numbers to be entered.

Made a cleaner implementation when the existence of a citizen is validated.

All the citizen information disappeared when the citizen did not have an active gop.

The prototype now also utilizes real home help data, VueX resets at sign out and more ssn validation
